RENO, Nev. (AP) ��A rural county has joined an environmental group in challenging an oil and gas lease sale in central Nevada that could open 270 square miles of public land to hydraulic fracturing, better known as fracking.

Lander County and the Center for Biological Diversity have filed formal administrative protests over the U.S. Bureau of Land Management's July 17 sale of leases in 102 parcels around Big Smokey Valley between Austin and Tonopah.

Both parties say fracking involves an enormous amount of water and they're concerned about its effect on the nation's most arid state at a time of severe drought. Fracking occurred for the first time in Nevada in March.

Lander County Commissioner Dean Bullock said the county's protest was filed on behalf of ranchers and farmers who are concerned that fracking could end up taking water away from them.

    From a technical perspective, MCOX exploded higher here right above some near-term support at $3.42 and back above its 50-day moving average of $4 with above-average volume. This stock has been trending sideways and consolidating over the last two months, with shares moving between $3.23 on the downside and $4.58 on the upside. This spike on Tuesday is quickly pushing shares of MCOX within range of breaking out above the upper-end of its recent range. That trade will hit if MCOX manages to clear Tuesday's high of $4.18 and then above more resistance at $4.58 with high volume.

    Traders should now look for long-biased trades in MCOX as long as it's trending above its 200-day at $3.24 and then once it sustains a move or close above those breakout levels with volume that hits near or above 238,211 shares. If that breakout hits soon, then MCOX will set up to re-test or possibly take out its next major overhead resistance levels at $6 to its 52-week high at $7.88.

During that uptrend, shares of EXAM have been consistently making higher lows and higher highs, which is bullish technical price action. This move also pushed shares of EXAM into breakout territory, since the stock took out its former 52-week high at $23.56.

     

    Traders should now look for long-biased trades in EXAM as long as it's trending above $23 or $22.50 and then once it sustains a move or close above Wednesday's high of $24.40 with volume that hits near or above 209,788 shares. If we get that move soon, then EXAM will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $28 to $30.
