U.S. stocks have exploded out of the gate in 2013. The Dow Jones Industrial Average (DJINDICES: ^DJI  ) has repeatedly hit new all-time highs while surging nearly 8.6% since the start of the year. Yet despite those impressive gains, the Dow's maintained a respectable average P/E valuation of just 14.9, a number that's far from expensive.

The best investors know that buying good stocks on the cheap is a recipe for success, however. As U.S. markets have surged, others around the world have experienced mixed results. So just which international markets are too cheap to ignore right now -- and which are too expensive for your investment?

Cheap China, expensive America
The United States' national P/E average of stocks ranks quite a bit higher than the Dow's -- it's currently at 17.7, still a respectable valuation but more in line with the impressive gains we've seen since the start of 2013.

One look at the steady resurgence in shipping demand, coupled with the company’s improving financials, and it seems the worst is behind them — making now the perfect time to scoop up this stock at a discount.

    HRZ is up almost 30% since September, and I expect it to continue moving higher. Recent data show more goods are being manufactured, and they need to be shipped. Horizon will be one of the biggest beneficiaries.

Majesco Entertainment Company develops and markets video game products primarily for family oriented mass-market consumers. The company publishes video games for various interactive entertainment hardware platforms, including Nintendo?s DS, DSi, and Wii; Sony?s PlayStation 3 and PlayStation Portable; Microsoft?s Xbox 360; and personal computers.     Majesco Entertainment makes video games mainly for the family-oriented, mass-market consumer.

    Majesco's incredible run this year started on Jan. 11 when the company announced it had shipped more than 500,000 copies of its Zumba Fitness video game title for the Wii, Xbox 360 and PlayStation 3. In late January, the company announced that it regained compliance with the Nasdaq's minimum bid price requirement for continued listing.

    In early March, shares of Majesco climbed higher after the company posted better-than-expected fiscal first-quarter financial results, with revenue jumping to $48.5 million from $29.2 million in the same period a year earlier.

    First Quarter Total Return: 315%

    Analyst Ratings: Majesco garners a lone "buy" rating from Needham & Co. and a "neutral" rating from Wedbush. Coincidentally, both research firms have a $2.50 price target on the stock.

    TheStreet Ratings has a "hold" recommendation on Majesco Entertainment. The research report from March 20 says revenue growth, a largely solid financial position with reasonable debt levels and solid stock price performance are strengths that are countered by the company's weak cash flow from its operations.

    However, the stock is down today after reporting weaker-than-expected second-quarter earnings last night, missing consensus earnings estimates by 2 cents. Majesco reported net revenues of $32.1 million for the second quarter ended April 30, 2011, compared with $10.9 million reported for the same period in the previous year. The company’s operating income for the second quarter was $5.3 million, compared with an operating loss of $1.6 million reported for the same period in the previous year. So treat this sell-off as a buying opportunity.

    Bank of America Corp. (NYSE: BAC) was the best performer of all 30 DJIA components in 2012. With gains of over 100%, the stock is now overvalued according to Wall St. analysts. Meredith Whitney may have recently upgraded Bank of America, but the year-end consensus price target of $10.60 was implying a negative return of almost 9%. There is at least something positive to say here, and that is that analysts are ratcheting their targets slightly higher already. Thomson Reuters already has lifted its consensus mean target to $11.13. Bank of America only yields 0.3% because it has not been allowed to raise its dividend. What if that changes in 2013?

    For 2011, the Street expects non-GAAP EPS to be between $1.05 and $1.75. In 2010, non-GAAP EPS was $0.86. Q1 2011 results are released on April 15, and the Street estimates non-GAAP EPS would be between $0.15 and $0.44 with a consensus of $0.26. In comparison, Q1 2010 posted a non-GAAP EPS of $0.28. For Q1 2011, analysts estimate BAC will generate revenues of $26.0B, an increase of 30.84% over the prior year first quarter results. BAC shares trade with a price to sales multiple of 1.2. In its heyday not too long ago, that multiple was in the low 3’s. Investors are waiting to see if the worst is over for Bank of America. There is too much uncertainty swirling about in this mortgage mess due to regulatory uncertainty. However, BofA's capital ratios have continued to increase as the company has shed noncore assets and riskier loans. If you are a long-term investor, buy BAC while it is at these depressed levels. Otherwise, don’t even touch this with a forty-nine-an d-a-half foot pole.

    I think small regional banks are set to make a comeback, and in this space I like Illinois-based First Busey Corp. (NASDAQ: BUSE). The bank has had its share of problems, as Illinois was one of the largest hubs of banking problems in the nation during the financial fallout. And BUSE borrowed $100 million TARP funds, which it hasn’t yet paid back in total, but it is making great progress toward that goal.

    The company beat estimates in the last four fiscal quarters, and institutions are ramping up their ownership. Additionally, this cheap stock pays a nice little dividend of almost 3.3%. As the regional baking sector recovers, I think BUSE will be a leader.

    The market's shift away from defensive stocks in sectors like pharmaceuticals and the Obama administration's proposed health care reforms are just a couple of issues weighing on Merck (MRK, news, msgs). Shares in the Whitehouse Station, N.J., company are also being hobbled by company-specific problems, such as disappointing sales of asthma treatment Singulair, its best-selling drug, as well as increased competition, patent expirations and a pipeline of drugs with poor prospects for Food and Drug Administration approval.

    Fortunately for Merck investors, the company's pending acquisition of Schering-Plough (SGP, news, msgs) should go a long way toward easing many of these problems, especially Merck's poor drug pipeline and its ability to remain competitive, says Morningstar analyst Damien Conover. "Merck greatly improved its long-term outlook by agreeing to acquire Schering-Plough," the analyst says.

    Partner Communications(PTNR) is Israel's second-largest wireless operator, but is facing fierce competition in the industry. Recent regulatory changes in the cellular market are also a major headwind for the company. The government has implemented a massive 76% cut in interconnection fees (the charges by mobile-phone operators when connecting users between networks) and lower exit penalties. The company has warned that free cash flow will likely be significantly hurt over coming quarters.

    So what's there to like here? Israeli analysts at Bank Leumi believe the selloff has been overdone, saying "the market has overshot to the downside by pricing in an unreasonably pessimistic outcome to the changes in the industry."

    The stock currently pays a 7.3% dividend, but that could change, given the downward pressure on cash flow. Consider this a high-risk, high-reward investment. TheStreet Ratings has a $19 price target on Partner Communications.
